According to this article, they're illegal in the states of California and Hawaii. However, individual cities have the right to ban them, so they're also illegal in certain cities. The reason seems to be that some people still consider them wild animals, and there is concern that if they got loose, they'd kill off wildlife and/or livestock. Here's the article:

They're smaller than any cat I've ever seen, beside a kitten. And I know an extremely tiny Siamese that is hardly bigger than a kitten. The idea of them killing livestock is ridiculous, with the exception of small livestock like chickens. But that could be prevented just by proper housing of the chicken.

Hamsters are illegal in Hawaii because of the fear of invasive species.  Hawaii already has MAJOR problems with several non-native species that are killing off their rare native animals that are found nowhere else in the world. If a couple of hamsters (f/m) were to get out it is possible that they could breed and cause a problem.

they are illegal in Cali because Arnold Schwarzenegger thinks they are man eating animals, well not man eating but he doesn't trust them and thinks they should be wild animals not kept as pets.  As long as he's in charge they will be illegal.  My sister has three and we will be fostering one together but they are a huge handful so be sure to do alot of research because their vet bills are masive.

I think they see ferrets as an exotic animal that should not be kept as a pet. I think that's pretty stupid seeing as in many other states it is perfectly legal to own them! They're great pets too it's a shame.. :sarcastic:
