I’ve seen people put white cloud minnows in their tanks for them to chase.
Would it be okay if I did this? (I, of course quarantine the fish)
I was also thinking about breeding white clouds for this purpose.
Could I separately keep some white clouds in a 10 gallon?

There is the risk that your axolotls gills will damaged from the fish nibbling at them.
It's likely they will get eaten, but some axolotls do not hunt fish. I would do a trial before you begin breeding them. If you axolotl does eat them, make sure to monitor the amount of fish you put into the tank as they should not be used as a staple.
White cloud minnows are very fast and hardy. They don't breed as efficiently as livebearers but that isn't a bad thing when breeding them for an axolotl.
I would say test it out if you like. Be sure to quarantine the fish like you said so you don't risk introducing diseases.

I don’t really want them to breed, but if I have a group, I’m not sure.
Yeah. I leared my hard way with diseases. (200$ in vet funds)
