What cords are safe for hamsters as diy toy materials? It would be fun if I could make square knot rope onto a little floating basket (only 2 inches above the bedding) and be sure that Tiny Bean can destroy it and not destroy her body

Twine and strings are probably not the safest things to have in a hamster cage, seeing as they fray and if they are swallowed/put in mouth they can get stuck in the check pouches and throat, and if they swallow them they could block their digestive track and cause MASSIVE issues. I've heard of some people using jute twine in their cages, but I'm not sure how exactly. Search around the forum and web, maybe someone has a post on safe ropes to use. IMO I wouldn't do it purely because I don't trust Thea with something that potentially dangerous. Does Tiny Bean (love that name- is she a robo?) chew on herself instead of chew sticks/bendy bridges you have?

I don't have much for toys yet, just a to tube, and a little wooden ball in a wood cage, my family got her a couple days ago, to my knowledge she's a black dwarf https://imgur.com/jBCdk8L this is a gif I got of her

Bendy bridges are a GREAT option, they can be used as a chew, a hideout, a bridge, a ladder to a level in your cage, etc. Really there is no limit on bendy bridges. Chew sticks are a must- hamster teeth never stop growing. What kind of cage do you have her in?

A 30x 12 tank, yes I do know it's under HH minimum but until there's a breeder tank for under 50 bucks, I'm going to try to make that place as fun as I can(and yes I am buying a new wheel for her asap I get paid tonight)

Hm.. have you looked into bin cages?

There's nothing wrong with using a saucer wheel! I have one for Thea. Many dwarfs prefer saucer wheels actually. I'd spend the extra money on a bigger cage instead of the wheel right now, because it's an ok wheel and your money can go towards a bigger cage. :)
